The Heinrich Böll Foundation’s Thessaloniki Office invites scholars, practitioners, and policy experts to apply for the Green Foreign Policy Fellowship 2025–2026. This exciting opportunity is open from May 5 to May 31, 2025 (18:00 EET) and offers selected fellows a platform to influence the future of green foreign policy and progressive security strategies.


 About the Green Foreign Policy Fellowship

Although the world has seen significant progress in environmental politics, the field of green foreign policy remains relatively underdeveloped. Despite over two decades since the adoption of the Global Greens Charter, global diplomacy continues to be dominated by traditional, realist frameworks. Meanwhile, the planet faces mounting climate crises and shifting geopolitical power dynamics.

Recognizing this need for alternative narratives, the Heinrich Böll Foundation’s Thessaloniki Office has launched this fellowship to foster emerging voices in climate diplomacy, green security policy, and sustainable international relations.


Green Foreign Policy Fellowship Objectives

The Green Foreign Policy Fellowship aims to:

  • Promote Learning and Networking: Fellows will deepen their knowledge of environmental diplomacy while connecting with a diverse global network of experts, policymakers, and advocates.

  • Encourage Data-Driven Discourse: The program will foster cross-regional dialogue informed by research and real-world insights on green foreign and security policy.

  • Identify Key Gaps in Policy: Fellows will spotlight under-researched or overlooked areas and facilitate discussions that can shape actionable change.

  • Develop Innovative Alternatives: The goal is to challenge conventional security frameworks and develop proposals rooted in justice, sustainability, and peace.


Fellowship Structure & Expectations

Running from July 2025 to May 2026, this fellowship is divided into two main phases:

  1. Material Production Phase (First Semester): Fellows will develop policy papers, articles, or research materials based on their chosen topic.

  2. Networking and Presentation Phase (Second Semester): Fellows will present their findings and engage with stakeholders across the green foreign policy space.

Fellows must also:

  • Submit monthly progress reports.

  • Maintain an active presence on social media, sharing updates and insights.

  • Be proficient in English.

Green Foreign Policy Fellowship Benefits

Selected participants will receive:

  • A €6,000 gross stipend in the first semester to support research and content development.

  • Travel support for fellowship-related activities.

  • Visa assistance, including an official letter of invitation (note: visa processing is not guaranteed).

  • Visibility and promotion via Heinrich Böll Foundation’s platforms.

  • Alumni network access, including the title “Green Foreign Policy Scholar.”


Green Foreign Policy Fellowship (Who Should Apply?)

The foundation seeks applicants committed to reimagining global diplomacy through a green and progressive lens. Candidates may include:

  • Researchers and Academics: Particularly those focused on international relations theory, climate diplomacy, or green foreign policy.

  • Policymakers and Practitioners: Including diplomats, advisors, or civil society actors with experience in feminist foreign policy or environmental governance.

  • Early-career professionals and graduates in political science, international studies, or related fields.

The foundation strongly encourages applications from underrepresented groups, including non-male, BIPOC, LGBTQIA+, and disabled candidates.


Green Foreign Policy Fellowship (How to Apply)

Applicants must submit the following documents:

  • Curriculum Vitae (Europass format, max. 3 pages)

  • Motivation Letter (max. 300 words)

  • Concept Note (2 pages) outlining a challenge in green foreign/security policy, your proposed approach, and steps to address it
